A lot of it has to do with new construction. Where they live being built on, so they have no where to go. But I really have no idea what I'm talking about.

They should legalize urban hunting. Soon you'd see sararimen on their way to work with weighted nets casually slung over their shoulders, and little "finishing clubs" stuck in their back pockets. Net 'em and whack 'em.
